Since the begining of the 12th Five-Year Plan (2011-2015), with the rapid economic and social development of the Inner Mongolia autonomous region -- and the implementation of the national "comprehensive strength improvement of colleges and universities in central and western China" project -- Inner Mongolia University has strengthened its foundations. It has innovated constantly, made contributions to seek development with the purpose of serving the national development and strengthened its contribution to the economic and social development of the autonomous region and China. IMU has achieved remarkable scientific and technological innovation results and laid a good foundation for its future development.
Through the implementation of its strategy of strengthening the university with expert talents, the construction of its scientific research team has been improved in quality. The proportion of doctorates to academic staff at the university has increased from 38 percent at the end of the 11th Five-Year Plan (2006-2010) to 64.5 percent currently. There are two national-level innovation teams and 22 autonomous regional-level innovation teams. The existing national-level innovation teams in IMU account for 60 percent of the total number of national-level innovation teams in universities in the autonomous region.
The attraction of high-level talent provides strong support for the construction of the IMU science and technology innovation platform. At present, the school has two national key laboratory cultivation bases which have been jointly established by the autonomous region and ministries, accounting for two-thirds of the total number in the autonomous region. There are, in addition, 14 new autonomous region-level key laboratories and 34 autonomous region-level scientific research platforms.
There are 1,528 approved projects in science and engineering with approved funds of 805 million yuan ($113.69 million). Some 67 major national science and technology projects (subjects) were newly added, including major national science and technology projects, the "973 Plan", the "863 Plan" and a national science and technology support plan, with approved funding of 427 million yuan.
Some 333 new projects approved by the National Natural Science Foundation of China (NSFC) have been added and 145 million yuan has been approved. Another 321 new Natural Science Foundation projects in the autonomous region and 291 other projects at the autonomous regional level were added, with total approved funds of 124 million yuan; elsewhere, 36 major and outstanding youth cultivation projects by the natural science foundation in the autonomous region were added, with approved funds of 12.65 million yuan. In addition, IMU is undertaking one key project backed by the electronic information industry development fund of the Ministry of Industry and Information Technology. Some 225 new relevant projects were also added and 31.75 million yuan was allocated for them.
IMU’s science and engineering has won one National Natural Science second prize, one second prize for scientific and technological progress, one second prize for technological invention and 26 Inner Mongolian autonomous region science and technology awards, including eight first prizes. In addition, it has 10 approved national standards, 162 invention patents, 44 utility model patents and 180 software copyrights.
It has also published 1,508 SCI papers, 262 CPCI-S papers and 1,628 CSCD papers. Statistics, based on the Web of Sciences and InCites, show that the international influence of IMU’s academic achievements has increased more than fivefold.
IMU has perfected and industrialized a cattle and sheep breeding biotechnology system and studied and refined key technologies in the potato industry. It has developed innovative Mongolian medicines by using modern pharmaceutical technology and provided important technical support for the autonomous region, to build a demonstration base for the integration of photovoltaic towns and modern agriculture and animal husbandry.
At the same time, IMU has developed Mongolian-based multi-lingual mobile phone electronic dictionary software and the first Mongolian speech recognition and speech synthesis system in China.
IMU has strengthened its exchanges and cooperation with universities and scientific research institutions in such neighboring countries as Russia and Mongolia -- and has formally signed cooperation agreements with five universities and scientific research institutions, including the Mongolian Academy of Sciences and Russia’s Ural Federal University.
At the same time, IMU has established several research centers in cooperation with the Western Research Institute of the United States, Aichi University in Japan, Arizona State University in the US and Warwick University in the United Kingdom.
In addition, IMU has actively participated in the China-Mongolia Expo. At the First China-Mongolia Conference on Technology Transfer and Innovation Cooperation, it signed scientific and technological cooperation agreements with the Mongolian Institute of Traditional Medicine and Technology and Mongolian University of Health Science and Technology, respectively, to deepen scientific and technological cooperation with Mongolia.
During the 12th Five-Year Plan period (2011-2015), 753 projects at various levels were approved in the field of humanities and social sciences, of which 125 were from the National Social Science Fund. A total of 71.75 million yuan was approved for projects at various levels. During the 12th Five-Year Plan period (2011-2015), five major National Social Science Fund projects and three key Ministry of Education projects in the field of humanities and social sciences were approved.
During the 12th Five-Year Plan period (2011-2015), IMU has published 2,815 academic papers of various types, 43 of which were retrieved by SSCI, 574 by CSSCI, 112 by CPCI-SSH and 445 by publishing academic works.
IMU has added a key research base at the publicity department of the autonomous region – the Inner Mongolia innovation research base for social governance. At present, there are seven key research bases in IMU for the Ministry of Education, the education department of the autonomous region and the region’s publicity department. In 2015, two new research institutions were added, namely, the research center for big data in ethnic minority areas and the China-Mongolia-Russia economic research institute.
Since the third phase of the "211 Project", IMU has selected 27 liberal and academic innovation teams. These teams have achieved a number of cooperation results and have fostered and improved the university’s ability to apply for and undertake major issues.
Guided by the major needs of the autonomous region and centered on structural reform, IMU has integrated innovative resources and nurtured two "2011 collaborative innovation centers" -- the collaborative innovation center for cultural inheritance and development of Mongolian and northern China’s ethnic minorities, and the cooperative innovation center for sustainable development of the economy and management in resource-enriched areas.
While making great efforts to study basic theories and apply strategies, IMU has strongly promoted cross-disciplinary, comprehensive and strategic research. At the same time, it has promoted innovation of social science research and social service capabilities -- truly serving as a think tank for China and the autonomous regions. During the 12th Five-Year Plan period (2011-2015), 123 advisory reports were adopted by the Ministry of Education, the Party and government organs of the autonomous regions and relevant departments.
IMU has fully developed a Mongolian information service platform, expanded the document sizes and types in the Mongolian digital library, completed the digitization of part of the collection of micro-data -- with the Mongolian digital library now containing 10,000 full-text resources -- and developed a Mongolian e-book publishing and reading platform.
IMU has focused on building an information database of the cultures of north China’s ethnic minorities -- to provide information and data support for the study of north China’s ethnic minorities, the establishment of the international Mongolian study center and the promotion of the international influence of Mongolian studies in China.
